EDON  VILLAGE COUNCIL April 19th, 2021

The Edon Village Council met in regular session on April 19th, 2021.  Those present at the community building for in person and a teleconference meeting due to Covid19 were councilpersons Mike Lirot, Lee Lawrence, Brook Morris, Dave Loughborough, Dan Ankney, and Brandon Thiel.  Also present were Mayor – Duane Thiel, Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, Chief Szymczak, and Village Solicitor – Tom Thompson, and Lucas Bechtol – The Bryan Times.

The minutes of the previous meeting were approved. A motion was made by Mike Lirot, seconded by Dan Ankney.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris-yes, Brandon Thiel – yes, Dan Ankney – yes and Dave Loughborough – yes.   

The financial statements were approved. A motion was made from Mike Lirot, seconded by Dave Loughborough.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.    

The bills approved as paid with a motion from Mike Lirot, seconded by Dave Loughborough.   Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes. 

Communications- Village Wide Spring Trash Pickup will be April 24th, Please have all items to the curb by 7am.  List for allowable items can be found at the village hall, area businesses, and our website.

Chief Szymczak was present for the police report for the month of March and stated he will be working on preparation for covering Edon Prom and Graduation and nothing further to report. 

Safety- none

Cemetery – We will be having the joint meeting with Township Trustees at our next month’s May meeting.  We will discuss the upcoming tax levy renewal.  The 2019-2020 audit has just been completed.

Park- Brook Morris gave an update that the signs for disc golf are complete and will be hung within the next month.  The memorial benches are complete and placed in the park.  The teeter totter will be next to be installed at Baker Park.  The applications received for part time summer help will be reviewed and have a couple kids hired by next meeting.

Public Works – none

Finance – The committee decided to recommend to move on with the CRA ordinance.

Wage & Compensation – none

Zoning – They will be scheduling a meeting within the month.

Village Administrator Chad Ordway updated Council on issues and projects he is and will be working on through the month.  Admin. Ordway stated they had the pre-construction for the water line project.  He informed council that they will be adding another antenna to the cell phone tower. It will be an antenna for Benton Ridge Cellular. 

He concluded that the EZ committee met to review Busche’s agreement and stated that they had only hired 110 new jobs as compared per their agreement of 120 jobs.  But the committee agreed that all was fine due to all the COVID restrictions this past year.

 Old Business-

Lee Lawrence made the motion to accept the first reading or Ordinance 03-21 implementing the Edon Community Reinvestment Area Number One in the Edon Village, Ohio.  Dan Ankney seconded the motion.  Roll call was taken with Mike Lirot-yes, Brook Morris – yes, Dave Loughborough – yes, Brandon Thiel – yes, Dan Ankney – yes, and Lee Lawrence – yes. 

Lee Lawrence made the motion to suspend the rules to pass Res. 01-21.  Seconded by Mike Lirot.  Roll call was taken with Mike Lirot-yes, Brook Morris – yes, Dave Loughborough – yes, Brandon Thiel – yes, Dan Ankney – yes, and Lee Lawrence – yes. 

Mike Lirot made the motion to pass Res. 01-21 as an emergency approving the Solid Waste Management Plan Update for the Joint Solid Waste District.  Dan Ankney seconded the motion.  Roll call was taken with Mike Lirot-yes, Brook Morris – yes, Dave Loughborough – yes, Brandon Thiel – yes, Dan Ankney – yes, and Lee Lawrence – yes. 

Lee Lawrence made the motion to go into executive session to discuss potential property acquisition.  Seconded by Dave Loughborough seconded the motion.  Roll call was taken with Mike Lirot-yes, Brook Morris – yes, Dave Loughborough – yes, Brandon Thiel – yes, Dan Ankney – yes, and Lee Lawrence – yes. 

Lee Lawrence made the motion to come out of executive session.  Seconded by Dan Ankney. Roll call was taken with Mike Lirot-yes, Brook Morris – yes, Dave Loughborough – yes, Brandon Thiel – yes, Dan Ankney – yes, and Lee Lawrence – yes. 

New Business-

Lee Lawrence made the motion to accept the contract for the amount of $20,460 hiring Bell Engineering for designing and preparing specifications for the Public Works Building so the project can be bid.  Mike Lirot seconded the motion.  Roll call was taken with Brook Morris – no, Dave Loughborough – yes, Lee Lawrence – yes, Dan Ankney – yes, Brandon Thiel – yes, and Mike Lirot – yes.  

Lee Lawrence made the motion to suspend the rules to pass Ord. 04-21.  Mike Lirot seconded the motion.  Roll call was taken with Brook Morris – no, Dave Loughborough – yes, Lee Lawrence – yes, Dan Ankney – yes, Brandon Thiel – yes, and Mike Lirot – yes.   Mike Lirot made the motion to pass Ord. 04-21 as an emergency authorizing and directing the Village Administrator and Village Fiscal Officer to enter into a construction loan agreement with State Bank for an amount not to exceed $1,000,000.00 for the construction of a maintenance building and declaring an emergency.  Seconded by Brandon Thiel.  Roll call was taken with Brook Morris – no, Dave Loughborough – no, Lee Lawrence – yes, Dan Ankney – yes, Brandon Thiel – yes, and Mike Lirot – yes.  

The next council meeting will be May 17th, 2021. Lee Lawrence made the motion to adjourn.  Seconded by Dan Ankney. All ayes.
