EDON VILLAGE COUNCIL August 16th, 2021
The Edon Village Council met in regular session on August 16th, 2021. Those present at the Edon Village council chambers were councilpersons Mike Lirot, Lee Lawrence, Brook Morris, Dave Loughborough, Dan Ankney, and Brandon Thiel. Also present were Mayor – Duane Thiel, Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, Chief Symczak, and Village Solicitor Tom Thompson- via phone. Residents Statler and Waldorf and Lucas Bechtol – Bryan Times.
The minutes of the previous meetings of July 19th and August 2nd were approved. A motion was made by Mike Lirot, seconded by Brandon Thiel. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
The financial statements were approved. A motion was made from Dan Ankney, seconded by Mike Lirot. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
The bills approved as paid with a motion from Dan Ankney, seconded by Mike Lirot. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes.
Communications- October 16th will be the Big Trash Pickup for the Village residents.
Chief Szymczak was present for the police report for the month of July. Nothing further to report.
Safety- A meeting has been set for August 31st at 7:00p.m. Dave, Dan, and Brandon.
Cemetery – none
Park- Rep. Brook Morris told Admin. Ordway the new park equipment looks great!
Public Works – none
Finance – Will set end of year meetings in October.
Wage & Compensation – none
Zoning – none
Village Administrator Chad Ordway updated Council on issues and projects he is and will be working on through the month. Admin. Ordway stated that paving of the streets where the waterline project tore up is completed, except for one small patch in front of the village hall and finishing up seeding. within the month. Admin. Ordway stated the bids for the maintenance building will be opened on August 24th at noon in the Village Hall. He also stated that the water tower will be offline beginning Wednesday, August 18 to have its biannual cleaning and will be down 4-5 days.
Old Business – The second reading was read of Resolution 07-21 recommending the adoption of amendments to the text of the zoning ordinance regarding maximum size and lot coverage area for temporary accessory structures and referring the proposed amendments for review and recommendation by the village planning and zoning commission. Dan Ankney made the motion to approve second reading, seconded by Dave Loughborough. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
New Business – Lee Lawrence made the motion to pass Res. 08-21 as an emergency. Seconded by Dan Ankney. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes. Mike Lirot made the motion to pass Res. 08-21. Establishing a local fiscal recovery fund pursuant to the American Resue Plan Act. Seconded by Dan Ankney. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
Lee Lawrence made a motion to go into executive session to discuss acquisition of property. Seconded by Mike Lirot. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes. Dan Ankney made a motion to come out of executive session. Seconded by Dave Loughborough. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
The next council meetings will be September 7th, and September 20th, 2021.
