EDON VILLAGE COUNCIL February 18th, 2021
The Edon Village Council met in regular session on February 18th, 2021. Those present at the community building for in person and a teleconference meeting due to Covid19 were councilpersons Mike Lirot, Lee Lawrence, Brook Morris, Dave Loughborough, Dan Ankney-not present, and Brandon Thiel. Also present were Mayor – Duane Thiel, Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, and Chief Szymczak, residents Dee Henry and Eileen Kannel and Village Solicitor – Tom Thompson, and Jeremy Scott –Advanced Reporter via teleconference.
The minutes of the previous meeting were approved with note of one correction the cemetery contract for mowing was $14,500 for the year and not a month as typed. A motion was made by Mike Lirot, seconded by Brook Morris. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris-yes, Brandon Thiel – yes, Dan Ankney – not present and Dave Loughborough – yes.
The financial statements were approved. A motion was made from Brook Morris, seconded by Brandon Thiel. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- not present and Brandon Thiel – yes.
The bills approved as paid with a motion from Brook Morris, seconded by Brandon Thiel. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – not present, and Brandon Thiel – yes.
Communications- none
Chief Szymczak was not present for the police report for the month of January.
Safety- none
Cemetery – Andy Ledyard was given a 3 year contract mow and maintenance at the cemetery
Park- Should begin to meet next month and working on the “Friends of the Park”
Public Works – none

Village Administrator Chad Ordway updated Council on issues and projects he is and will be working on through the month. Admin. Ordway stated the contracts need to be signed for the water line project and we will be accepting the bid through Ordinance later in the meeting. Administrator Ordway stated the radio read software program has been installed and will be ready for use for the utilities next month. Chad also stated the Edon Village website is up and running and still tweaking and updating a few areas.
Old Business-
The Mayor thanked the boys for a super cleanup job from the recent snow blizzard.
Lee Lawrence suspended the rules to pass Ord. 02-21, seconded by Mike Lirot. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – not present, and Brandon Thiel – yes. Dave Loughborough made the motion to accept Ord. 02-21 as an emergency accepting the bid of Kyle J. Sherman Excavating, LLC for the Village of Edon Railroad Street Waterline Improvements Project. Seconded by Lee Lawrence. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – not present, and Brandon Thiel – yes.
New Business-
The community building upgrades are complete and look great. The village will be installing salt bins over the summer for new storage and will no longer be sharing with Township.
There have been no nuisance forms completed as of date.
Dave Loughborough made the motion to go into executive session to discuss personnel, seconded by Brandon Thiel. Roll call was taken with Brook Morris – yes, Dan Ankney – not present, Brandon Thiel – yes, Mike Lirot – yes, Dave Loughborough – yes, Lee Lawrence – yes.
