EDON  VILLAGE COUNCIL July 6th, 2021

The Edon Village Council met in regular session on July 6th, 2021.  Those present were councilpersons Mike Lirot, Lee Lawrence, Brook Morris, Dave Loughborough, Dan Ankney-not present, and Brandon Thiel.  Also present were Mayor – Duane Thiel, Village Administrator Chad Ordway, and Fiscal Officer Heidi Bidwell.

Communications- none

Safety- none

Cemetery – none

Park- Councilman Morris stated he would like playground equipment. 

Public Works – none

Finance –

Wage & Compensation – none

Zoning – none

Village Administrator Chad Ordway updated Council on issues and projects he is and will be working on through the month.  Admin. Ordway stated that the waterline project is complete and all lines are hooked to main and all has been pressure tested and passed.  It is now ready for the last phase and that is the paving of the new asphalt who will be completed by M & M Asphalt as they received the bid through the county for this project.

 Old Business –

Lee Lawrence made the motion to pass the second reading of Ordinance 05-21 adopting amendments to the text of the Edon Zoning Ordinance regarding condos, minimum lot area and yard setbacks in R-1 and R-2 districts, location of detached garages, number of temporary accessory structures and maximum time period temporary accessory structures are permitted, child care and day care facilities, and fixing various typographical errors within the zoning code.  Mike Lirot seconded the motion.  Councilman Morris asked if the Rockey Addition could be excluded to allow condominiums?  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no, Dave Loughborough – no, Dan Ankney- not present and Brandon Thiel – yes. 

New Business –

Lee Lawrence made the motion to suspend the rules to pass Res.04-21.  Seconded by Dave Loughborough.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- not present and Brandon Thiel – yes.   

Dave Loughborough made the motion to pass Res. 04-21.  A resolution declaring is necessary to levy a tax in excess of the ten mill limitation for the Edon Union Cemetery from 2022-2026.  Mike Lirot seconded the motion.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- not present and Brandon Thiel – yes.

A brief discussion was held about the Ordinance Review Committee meeting at 6:00 pm before the Aug. 2nd council meeting.  The committee is deciding if the ordinance should have some clarification and cleaning up on who needs to enforce nuisance complaints and sidewalks, junk vehicles, etc.   

The next council meeting will be July 19th, 2021. Lee Lawrence made the motion to adjourn.  Seconded by Mike Lirot. All ayes.
