EDON  VILLAGE COUNCIL May 17th, 2021

The Edon Village Council met in regular session on May 17th, 2021.  Those present at the community building for in person and a teleconference meeting due to Covid19 were councilpersons Mike Lirot, Lee Lawrence, Brook Morris, Dave Loughborough, Dan Ankney, and Brandon Thiel.  Also present were Mayor – Duane Thiel – not present, Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, Chief Szymczak, Florence Township Trustees Don Imm and Bert Brown, and Village Solicitor – Tom Thompson, and Lucas Bechtol – The Bryan Times.

The minutes of the previous meeting were approved. A motion was made by Dan Ankney, seconded by Brook Morris.   

The financial statements were approved. A motion was made from Mike Lirot, seconded by Dave Loughborough.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.    

The bills approved as paid with a motion from Mike Lirot, seconded by Dave Loughborough.   Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes. 

A quick meeting with the Trustees took place.  The first topic was keeping the current cemetery board to remain as is.  Mike Lirot made the motion for all to remain on the board if all agree to serve.  Don Imm seconded the motion.  Current board is Mark Trausch – Trustee Rep, Dave Loughborough – Council Rep, and Doug Michael – At Large. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris-yes, Brandon Thiel – yes, Dan Ankney – yes, Dave Loughborough – yes, Don Imm – yes, and Bert Brown – yes.   

The second topic to discuss was the renewal of the Edon Union Cemetery ½ mill levy.  The Edon Union Cemetery board suggest for the levy to be a renewal at the current ½ mill rate.  Dave Loughborough made the motion to renew the Cemetery Levy.  Seconded by Bert Brown.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris-yes, Brandon Thiel – yes, Dan Ankney – yes, Dave Loughborough – yes, Don Imm – yes, and Bert Brown – yes.

The council thanked Paul Green for all his help when asked by the Village.    Meeting adjourned with the Township.  Motioned by Mike Lirot, seconded by Dan Ankney.  All ayes.

Communications- The Village Offices will be closed May 31st in observance of Memorial Day.

Edon Chamber is requesting any help with donations for the bands at the Edon Day’s Festivities.  We will see how much is needed after all donations and proceed from there with Village donation.

Chief Szymczak was present for the police report for the month of April and stated he will be working on preparation for covering the final RBS Memorial Run and Graduation and nothing further to report.

Park- Brook stated there has been some vandalism at the park.  Village hired to high school boys to assist Park Supt. Walton, but their time has been limited.  May need to address someone assisting Walton at the Park.

Public Works – none

Finance –

Wage & Compensation – none

Zoning – The Planning Committee met and reviewed the final draft that was prepared by MVPO for changes to the zoning ordinance.  The draft will be reviewed by Tom Thompson and council will be given a chance to review before next council meeting on June 21st.  At that time a public meeting will be held before the council meeting for all to review and ask questions.

Village Administrator Chad Ordway updated Council on issues and projects he is and will be working on through the month.  Admin. Ordway stated that the waterline project will begin on May 24th.   He will be having the steel tanks at the WWTP inspected to see what the best option to replace or recondition them.  Chad discussed options on replacing the street lights with LED replacements.  Dave Loughborough made the motion to choose option that the village replace the street lights as they fail.  Dan Ankney seconded the motion. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.    We are still waiting from Bell Engineering on the final plans for the proposed maintenance building.  No other options have been discussed if the building exceeds 1 million.  We will await to see what Bell Engineering estimate is before we proceed with looking at other building options. 

 Old Business –

Dave Loughborough made the motion to suspend the rules.  Seconded by Dan Ankney.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.  Lee Lawrence made the motion to accept as an emergency Ordinance 03-21 implementing the Edon Community Reinvestment Area Number One in the Edon Village, Ohio.  Mike Lirot seconded the motion.  Roll call was taken with Mike Lirot-yes, Brook Morris – no, Dave Loughborough – yes, Brandon Thiel – yes, Dan Ankney – yes, and Lee Lawrence – yes. 

New Business –

Dave Loughborough made the motion to suspend the rules to pass Res. 02-21.  Seconded by Brook Morris.  Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.   

Dave Loughborough made the motion to accept Resolution 02-21 as an emergency Certifying Funds to the Williams County Auditor for the Edon Union Cemetery ½ mill renewal levy.  Dan Ankney seconded the motion. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.   

Administrator Ordway stated the he and some uptown business owners will be meeting with Dennis Miller of MVPO on pursuing or what needs to pursue a revitalization grant for downtown.  Also discussed was perhaps a penalty or a complaint form completed and being accessed to property owners allowing their empty buildings to be vacant or not maintained after a set amount of time.

The next council meeting will be June 21st, 2021.
