EDON VILLAGE COUNCIL October 18th, 2021
The Edon Village Council met in regular session on October 18th,2021. Those present at the Edon Village council chambers were councilpersons Mike Lirot, Lee Lawrence, Brook Morris-via phone, Dave Loughborough, Dan Ankney, and Brandon Thiel. Also present were Mayor – Duane Thiel, Village Administrator Chad Ordway, Fiscal Officer Heidi Bidwell, Chief Symczak, and Village Solicitor Tom Thompson. Lucas Bechtol – Bryan Times.
The minutes of the previous meetings of September 20th, and October 4th, were approved. A motion was made by Dan Ankney, seconded by Brandon Thiel. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
The financial statements were approved. A motion was made from Mike Lirot, seconded by Dan Ankney. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
The bills approved as paid with a motion from Mike Lirot, seconded by Dan Ankney. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes.
Communications-
A request to change Trick or Treat due to High School Football Playoffs on Oct. 30th at home. Council agreed to change time to Oct. 29th 6pm-7:30 pm. Roll call Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – no, Dan Ankney – yes, and Brandon Thiel – yes.
Chief Szymczak was present for the police report for the month of September. Nothing further to report.
Safety- The radar signs are all up and running. We have yet to pull data from them and research. There has been no response from terminated employees since the letter has been received.
Cemetery – none
Park- A fundraising meeting was held with special committee. Many things discussed as a Go Fund Me page on Facebook, engraved bricks sold for a money maker for a memorial wall at the park, location and size of playground equipment were discussed at length.
Public Works – none
Finance – Met before regular council this evening. All receipts and spending are right on track as budgeted. The committee is recommending wage cap increase at 4%.
Wage & Compensation – Will meet next month and will review wage caps for individual positions.
Zoning – none
Village Administrator Chad Ordway updated Mayor and Council on issues and projects he is and will be working on through the month. Admin. Ordway stated that this week and till the end of October they will be working on flushing hydrants and tire clean up. He is awaiting his report on the sewer tank inspection for further detail. The pole barn was sold with sealed bid and has been removed.
Old Business – Mike Lirot made the motion to pass the 3rd and final reading of Res 09-21. Seconded by Lee Lawrence. A resolution approving governmental certificate, business loan agreement, and promissory note with State Bank, authorizing and directing the Village Administrator and Village Fiscal Officer to sign documents. Roll Call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote /due to via phone, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes.
New Business-Lee Lawrence made the motion to suspend the rules to pass Ord. 09-21, seconded by Mike Lirot. Roll call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes. Mike Lirot made the motion to pass Ord. 09-21 as an emergency authorizing the sale of certain personal property of the Village of Edon. (Bearcat Wood Chipper, John Deere Zero Turn #Z930A and John Deere Zero Turn #Z665). Brandon Thiel seconded the motion. Roll call was taken with Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes.
Lee Lawrence made the motion to have 1 regular council meeting a month on the 3rd Monday of the month. Dan Ankney seconded the motion. Mike Lirot – yes, Lee Lawrence – yes, Brook Morris – no vote, Dave Loughborough – yes, Dan Ankney – yes, and Brandon Thiel – yes.
The next council meeting will be November 15th, 2021.
