EDON VILLAGE COUNCIL August 3rd, 2021
The Edon Village Council met in regular session on August 3rd, 2021. Those present were councilpersons Mike Lirot-not present, Lee Lawrence, Brook Morris, Dave Loughborough, Dan Ankney-arrived later, and Brandon Thiel. Also present were Mayor – Duane Thiel, Village Administrator Chad Ordway, and Fiscal Officer Heidi Bidwell.
Communications- Village wide large trash pickup will be October 16th, 2021.

Village Administrator Chad Ordway updated Council on issues and projects he is and will be working on through the month. Admin. Ordway stated that the paving project is complete. The village hall entrance needs to be poured by contractors now that paving is complete. The bid opening for the maintenance building will be August 24th. The foundation has been set for the teeter totter at Baker Park and will be installed this month.
Old Business –
Brook Morris made the motion to pass Resolution 05-21 and suspend the rules. Dave Loughborough seconded the motion. Roll Call was taken with Mike Lirot – not present, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – yes and Brandon Thiel – yes. Dave Loughborough made the motion to pass Resolution 05-21 accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. Roll Call was taken with Mike Lirot – not present, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – yes and Brandon Thiel – yes.
New Business –
Lee Lawrence made the motion to suspend the rules to pass Res.06-21. Seconded by Brook Morris. Roll Call was taken with Mike Lirot – not present, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney- yes and Brandon Thiel – yes. Lee Lawrence made the motion to pass Resolution 06-21 amending estimated revenues and appropriations for 2021 and declaring an emergency. Seconded by Dan Ankney. Roll Call was taken with Mike Lirot – not present, Lee Lawrence – yes, Brook Morris – yes, Dave Loughborough – yes, Dan Ankney – yes and Brandon Thiel – yes.
Dave Loughborough made the motion to pass Res. 07-21 and suspend the rules. Dan Ankney seconded the motion. Roll Call was taken with Mike Lirot – not present, Lee Lawrence – no, Brook Morris – no, Dave Loughborough – yes, Dan Ankney – yes and Brandon Thiel – yes. Motion Failed. Dave Loughborough made the motion to pass the first reading of Resolution 07-21 recommending the adoption of amendments to the text of the ordinance regarding maximum size and lot coverage area for temporary accessory structures and referring the proposed amendments for review and recommendation by the Village planning and zoning commission. Brandon Thiel seconded the motion. Roll Call was taken with Mike Lirot – not present, Lee Lawrence – yes, Brook Morris – no, Dave Loughborough – yes, Dan Ankney – yes and Brandon Thiel – yes.
A brief discussion was held about a fundraiser for replacing the playground equipment and the goal the village would like to set. Possibly go to $100,000 goal as the Village proposes $20,000 and possible donation from an entity/individual for another $20,000. A park board meeting will be set to discuss further ideas for park fundraiser for playground equipment.
The next council meeting will be September 8th, 2021. Changed due to the Labor Day Holiday.
